§ 9-5. Qualifying of candidates.
(a)
Any qualified elector of the city may be nominated to be a candidate for an elective office to be filled from the city at large by petition of any twenty-five (25) qualified electors of the city. Nominating petitions shall be filed with the city clerk no sooner than noon of the seventy-first day prior to the date of the primary, and no later than noon on the sixty-seventh day prior to the date of the primary as set forth in F.S. § 100.061 and shall be in the following form:
;xir; "We, the undersigned, twenty-five (25) electors of the City of Neptune Beach, Florida, hereby nominate ____________ / ____________ / ____________ for the office of ____________ / ____________ / ____________ to be voted for at the election to be held on the ____________ of November, A.D., 20 ____________ , and we individually certify that we are qualified to vote for candidates for that office at such election."

(b)
Any candidate may withdraw his nomination no later than the last day for filing nomination papers by filing notice of withdrawal with the city clerk.
(c)
All candidates for election to the positions of mayor and city council shall pay the nonrefundable one (1) percent of the yearly salary election assessment fee to the state as per F.S. § 99.093 and a fee to the city clerk, at the time of qualifying, as follows:

Any qualified elector of the city may qualify as a write-in candidate by filing a statement to that effect, under oath, with the city clerk, no later than the seventy-sixth day preceding qualifying for the city election, together with the candidate's oath as set forth in subsection (a). No qualification fee shall be required or collected from a write-in candidate. The candidate's name shall be made for write-in votes to be cast in the next city election. Only write-in votes cast for a candidate who has qualified as a write-in candidate per this subsection shall be counted and canvassed as a valid vote.
