This article is enacted in the interest of the public health, peace, safety, morals
and general welfare of the citizens and inhabitants of the city pursuant to Art. VIII,
sec. 2(b), Florida Constitution, and F.S. § 166.021, and under the authority of the
city to regulate the sale and consumption of alcoholic beverages, pursuant to the
Twenty-First Amendment to the Constitution of the United States.
