A plan shall be submitted with every application for a building permit for any building
or use that is required to provide off-street parking or loading. The plan shall accurately
designate the required parking or loading spaces, access aisles, and driveways, and
the relationship of the off-street parking or loading facilities to the uses of structures
such facilities are designed to serve. No permits shall be issued for any parking
lot until the plans and specifications, including required landscaping, materials,
and storm drainage, have been submitted to and approved by the city manager or designee
as per the development plan review process in article III. These plans and specifications
shall include proper drainage and stormwater retention, surface materials, curbing
and screening as required, clearly marked and dimensioned, with handicap and other
special use spaces designated. All entrances, exits and aisles shall be dimensioned,
with the traffic pattern indicated.
