§ 23-82. Surcharges or user fees on new connections.

  • In addition to the requirements set forth in section 23-81 and described therein, there is hereby assessed a surcharge or user fee to be paid to the city at the same time payment is made of the connection charges described in section 23-81, as follows:

    (1)

    A fee of fifty-two dollars ($52.00) per fixture unit. (Such charge does not include cost for connecting to sewer, inspection charge and other costs to be paid by the customer.)

    (2)

    At such time as the use of any lot or parcel of land served by such extension changes so as to increase the number of fixture units, then an additional charge of fifty-two dollars ($52.00) per fixture unit shall be due and payable at the time the plumbing permit is approved, regardless of whether any surcharge or sewer impact charge was ever imposed or paid at the time of initial connection to the public system.

    (3)

    All revenue derived from the sewer surcharge fee shall be placed in a separate capital improvement fund, to be known as the sewage treatment capital investment fund, and shall be used only for the construction or acquisition of additions, extensions, renewals and replacements to the sewage treatment plant and plumbing stations of the public system, as appropriated from time to time by the city council.
